COUNTING OF VOTES : ARRANGEMENTS STRENGTHENED IN KARAIKAL

Karaikal: All arrangements for counting of polls and announcement of results of the Civic Elections in Karaikal District have been completed. The counting of votes would start at 8.00 A.M in all the 6 counting centers in the District on 03-07-2006.  In view of usage of ballot papers and ballot boxes in the Civic Elections which is unusual these days, elaborate arrangements have been made to announce the result without any time delay by the Returning Officers in each of the counting centers. As many as 286 counting Supervisors and counting Assistants have been drafted for counting and given training by the District Elections Authorities in Karaikal in 2 phases. Police patrolling  in Village areas have been intensified to facilitate counting of votes.

The counting of votes would be taken up booth wise by the Returning Officers and results would be announced to the general public through Public Addressing Systems in each of the counting centers. The counting centers are also connected to the District Election Office through NIC net so as to view the overall results in big screen in the Collectorate. In addition to it counting proceeds would also be announced through Public Addressing System from the Collectorate – cum- District control room.

The 6 counting centers are :

1.       Arignar Anna Govt. Arts College ( for Karaikal Municipality),

2.       Govt. Polytechnic, Varichikudy (for Kottucherry Commune),

3.       PAJANCOA&RI new building Block ‘A’ (for Nedungadu Commune),

4.        PAJANCOA&RI new building Block ‘B’ (for Thirunallar Commune),

5.       Municipal Conference Hall at Karaikal Municipality Office (for Neravy Commune),

6.       Govt. Higher Secondary School, T.R.Pattinam (for T.R.Pattinam Commune).

The Observers appointed by the State Election Commission have reached the District preceding to the counting of the votes. Holiday have been declared to the Educational Institutions in the District on 03-07-2006 in view of counting, and dry day would be enforced from 02-07-2006 evening till 03-07-2006 night.

It may be recalled that out of the total of 1,06,675 voters in the District, 85,590 (80.23%) voters have cast their votes in the Civic Election held on 24-06-2006. The No. of women voters were 44,946 – approximately 4,000 higher than the no. of male voters in the district which might be a decisive factor in the results especially in villages where elections are contested keenly. The aggregate  poll percentage in the Commune Panchayats in the district were approximately 85% - which is higher than 11% comparing to Karaikal Municipality where polling was as low as 73.39%.

For the election to the post of Chairman and Councillors of Karaikal Municipality and Commune Panchayat Council Members which are contested on party basis as many as 271 candidates are in the fray. The AIADMK has fielded most number of candidates (27 of them – 1 for the post of Chairman, 12 for the post of Councillors in Karaikal Municipality, 5 for the post of Councillors in Kottucherry Commune, 1 in Nedungadu,         2 in Neravy, 4 in T.R.Pattinam and 2 in Thirunallar). The Congress has fielded 21 candidates, DMK - 19, PMK – 10, DMDK – 21, PMC – 11.

For the post of 18 Councillors in Karaikal Municipality, 116 candidates are in the fray and for the post 27 Commune Panchayat Councillors, 96 contestants are competing. As regards election for the post of Village Panchayat President and Ward Member of Village Panchayat which are contested on non-party basis 665 candidates are in the field. Six Village Panchayat Ward Members have already been elected un-opposed.

Immediately after swearing in of elected members in the Civic Election,  the District Election Office has bestowed with another responsibility of conducting indirect elections for the post of Vice-Chairman, Karaikal Municipality, Chairman and Vice-Chairman of Commune Panchayats, Vice-President of Village Panchayats from amongst the elected representatives. The Returning Officers for the indirect elections (II Phase) has also been appointed by the State Election Commission.
