Election Commission of India has framed the SVEEP for strengthening the democracy by ethical voting in the General Election to Puducherry Legislative Assembly-2016. Objectives :
Corex boards of size 2 ft. x 1 ½ ft. 300 Nos. were printed for fixing at buses and important places like Petrol bunk, Cinema Theatres, Railway station, Bus stand, Post offices, BSNL offices, LIC, Hotels, Hospitals, Banks and important commercial places where the people will assemble for their daily activities. In the inaugural function on 2.05.2016, the National Service Scheme Co-ordinator released the corex boards and also fixed the boards in the TNSTC and PRTC buses.8 captions in Tamil version and 4 captions in English version on ethical voting were printed.
The stickers on ethical voting received from the Election Office, Puducherrywere affixed on the water bottles to create awareness on ethical voting. The message “My vote is not for sale”in English and Tamil caption is printed on the sticker. The stickers were affixed on 02.05.2016 in the Puducherry mineral water bottles at Bus Stand, Karaikal. The NSS co-ordinator inaugurated and asked the people and informed votes to cast their votes on ethical manner.
Awareness messages “100 % VOTE” and “MY VOTE IS NOT FOR SALE” in English and Tamil captions were printed in 500 ml. milk packets and inaugurated by District Collector-cum-District Election Officer on 30.04.2016 at Karaikal Milk Co-operative Society, Karaikal. The District Collector appealed to all the women voters in Karaikal district to vote compulsorily and also insist the family members to vote without fail. The milk packets were distributed to the people present in the function. This awareness message printed milk packets will be distributed to all the regions of Karaikal district till 16.05. 2016.
The Mobile Model Booth on wheels was inaugurated by District Collector-cum-District Election Officer on 29.04.2016 by 7.00 P.M at Beach Road, Karaikal. This booth was provided with all facilities like ramp for physically challenged people, seating arrangements for Polling agents, Presiding Officer, Polling Offcers-3 Nos. and Web casting person. Voting compartment with one ballot units & VVPAT, control unit, drinking water facility and fire extinguisher were also provided. To create awareness about democracy and importance of casting of votes by messages and patriotic songs audio system with speakers were provided. This Mobile Model Booth will travel to all Colleges, Commune Panchayats and important junction places of Karaikal. District for demonstration to young voters. This Mobile Model Booth will make the young voters to familiarize themselves about the polling booth activities. During this occasion, the General Observer and Observer for police visited the booth and casted their votes.
To create awareness on ethical vote, a Kali dance was organized at Beach, Karaikal. Thiru Rajini Shankar team members performed this programme. During the inaugural function, the District Collector-cum-District Election Officer highlighted the role of women and young voters on democracy and asked the public to cast their votes on ethical manner. The General Observer and Observer for police were also present and graced the occasion. The following dances were performed during this occasion.

The message on ethical vote is announced at regular intervals during the cultural programme. The public of Karaikal who were at Beach enjoyed and also assured to cast their votes on ethical manner.
To create awareness on ethical voting through Autos among the auto drivers and people who are performing journey, an auto rally was organized on 28.04.2016 by 10.00 A.M. The District Collector-cum-District Election Officer flagged off the rally and asked the auto drivers to create awareness on ethical voting to the people who are performing journey through autos. He also distributed awareness notices to them. Around 50 autos of Karaikal district participated in this rally. The rally started at Collectorate and reached to Arignar Anna Govt. Arts and Science College via. Nehru Street, Thomas Arul Street, Bharathiyar Road and Kovilpathu. At the end, the auto drivers took an oath that they will create awareness on ethical voting to the public and they also agreed that the drivers and their family members will cast their votes on ethical manner.
A medical check-up camp for women’s was organized at Community Hall, Melakasakudy Village and inaugurated on 27.04.2016 by the District Collector. In his inaugural address,the District Collector highlighted the role of women on democracy and asked the women’s for 100% ethical voting in the ensuing General Election to Puducherry Legislative Assembly. The Additional Collector also narrated the importance of informed women voters and asked the young women’s to cast their votes on ethical manner in the Election. The Doctors team under the leadership of Dean,Vinayaga Mission Medical College, Karaikal checked the health of women’s of this region. Around 200 women’s are benefited in this camp.
Villupattu programme was inaugurated on 26.04.2016 at AmmaiyarKulam, Karaikal. Calling of young voters to cast their votes, the importance of casting of votes, awareness on NOTA, vote not for sale and ethical voting were included in Villupattu. Theprogramme was conducted at different places like AmmaiyarKulam, Beach Road and New Bus Stand. This programme was recorded as 30 minutes durationprogramme and itis being displayed in various parts of Karaikal District through LCD projector for creating awareness on ethical voting.
29 numbers of hoardings of size 15 ft. x 6 ft. were erected at important junction places where the people will assemble for their daily activities. The hoardings consist of flex board of size15 ft. x 6 ft. with wooden frame support and erected with scaffolding. The content / captions on ethical voting are printed on hoardings to create awareness to the public.
A mobile stage of size 10ft. x 10 ft. was established on Tata 407 vehicle and inaugurated by the District Collector on 25.04.2016 at Beach Road. Various awareness messages on flex boards were printed and attached to this stage for creating awareness on ethical voting. Cultural events likeMangalaVaathiyam, Bharathanatiyam, Peacock dance, Rajasthani dance, Karakatam, Chinese Lion dance, Drama and cultural events by students are performed daily in the evening till 14.05.2016 to create awareness on ethical voting. Messages on ethical voting and 100% voting etc. are announced at regular intervals.
Three LED boards of size 7 ft. x 3.ft. was received from the Chief Electoral Officer, Puducherry and fixed at three important junction places of Karaikal district namely:
* New Bus stand signal junction, Karaikal
* Thirunallar temple junction, Thirunallar
* T.R.Pattinam Bus stand junction, T.R.Pattinam
The messages which are being displayed by these boards will create awareness on ethical voting for those who are crossing these junctions.
To create awareness on the message which is being taken as pledge by the contesting candidates in front of the Returning Officer, a pledge stage was set up with pledge message at its background. The stage was installed at the middle place of the two Returning Offices, so that the contesting candidates from the Karaikal region may access the area and take pledge in front of the public.
To affix stickers on the gas cylinders for creating awareness on ethical voting in the forthcoming Puducherry Legislative Assembly Election-2016, 7,000 stickers of size 17 cm x 9cm in 2 captions were printed. In the inaugural function held on 22.04.2016, the District Collector-cum-District Election Officer and Additional Collector affixed the stickers on the gas cylinders at Sathya Gas Agency, Karaikal. The LPG gas distributors of Karaikal District participated in this programme. The Collector directed the distributors to affix the stickers while delivering the gas cylinders for use. They also agreed to create awareness among the LPG customers by affixing stickers on the gas cylinders.
Street play is nothing but conduct of Drama, Talk Show, TheruKuthu, Debate etc., on the roadside to attract the attention of the people. The messages will be announced in the form of village songs with the music. The public of Karaikal district is very much fond of street play. Therefore it was proposed to take the messages on ethical voting to the public through street play. It was inaugurated by District Collector-cum-District Election Officer on 21.04.2016 by 6.00 P.M. The message of District Collector for inviting the citizens to cast their votes, Election Anthem, video bytes received from CEO, Puducherry, the messages of cine actors / actress for casting ethical voting, short films, jingles with cartoons which were released by Election Commission of India and Chief Electoral Officer of Tamil Nadu are being projected on screen by LCD projector. This street play will travel to various places of Karaikal District and all Commune Panchayats for creating awareness among public and young voters.
The invitation letter to first time voters for encouraging them to cast their ethical votes was prepared. In this invitation the importance of voting, need for voting, right of citizen to vote was elaborated. The addresses of the young voters were obtained from the office of Chief Electoral Officer, Puducherry and it is proposed to send the invitation to 6,313 young voters of Karaikal District through post. In the inaugural function which was held at the junction of MariyammanKovil Street and PerumalKovil Street on 20.04.2016, the Additional Collector highlighted the role of young voters on democracy. He honoured 20 young voters with shawl and issued the letter of invitation to them. Badges with quotation “proud to be a young voter” are also issued to them.
400 posters have been received from the office of the Chief Electoral Officer to display on notice board of schools, colleges and Govt. offices to create awareness on ethical voting. In the inaugural function which was held on 19.04.2016, the Chief Electoral Officer released the posters and issued the first copy to the Deputy Director, Information and Publicity Department for displaying on notice board so that the public and students may see the posters which will create awareness on casting of ethical voting and use of NOTA in the ensuing Puducherry Legislative Assembly Election-2016. The posters were printed in 12 captions.
A health check-up camp was conducted at Konnakavali for the welfare of senior citizens living in and around this village. It was inaugurated by District Collector–cum–D.E.O. at Konnakavali on 18.04.2016 at 10.00 A.M. The doctor’s team under the leadership of Thiru. Narayanasamy, Deputy Director, Department of Health checked the health of senior citizens. During the inauguration, the District Collector narrated the importance of casting of votes and also asked the senior citizens to cast their votes in the forthcoming Puducherry Legislative Assembly Election. The Additional Collector highlighted the duty of Senior Citizens and requested them to lay a democratic route to the youngsters. The residents of various villages from Konnakavali, Kazhugumedu, Varichikudy, Poovam and KuppuChettiChavady were benefited.
To create awareness on “VOTE NOT FOR SALE” the students and staff of Karaikal Polytechnic college arranged the candles for the quote “VOTE NOT FOR SALE” and lighted the candles on 15.04.2016. Around 500 candles were arranged in the form of slogan as “VOTE NOT FOR SALE” and lighted up. In the inaugural function, the Nodal Officer (SVEEP) highlighted the casting of ethical voting in the ensuing Puducherry Legislative Assembly-2016. He also asked the students to cast their votes on ethical manner in the election. The students took a pledge that they will cast their vote on ethical manner and they also agreed that they will not sell their vote.
To create awareness among young voters a Bike rally was flagged off by the Sub-Collector-cum-Retuning Officer on 13.04.2016. The Sub-Collector highlighted the importance of young voters and asked them to exercise their votes in the ensuing Puducherry Legislative Assembly Election-2016. Students from various colleges of Karaikal District took part in this programme with placards on quote “My Vote is not for sale”. Cross belt with the above said quote was also provided to the students. Rally was inaugurated at Collectorate and reached Arignar Anna Arts and Science College via. Nehru Street, Thomas Arul Street, Bharathiyar Street, New Bus Stand. Around 500 students from various colleges took part in this rally.
A “Selfie Corner” was setup at Arignar Anna Govt. Arts and Science College, Karaikal on 11.04.2016. During the inaugural function, the Central Observer asked the students particularly informed voters to take selfie in this Selfie Corner arranged for them and cast their votes in ethical manner. The Observer, District Collector-cum-District Election Officer, Additional Collector, Sub-Collector and Principal of Arignar Anna Govt. Arts and Science College took selfie at the Selfie Corner.
To create awareness among the people those who are catching fishes on sea, the SVEEP team distributed voter awareness notices on ethical voting by travelling through boats. The programme started at PTDC boat house near BSNL Office of Arasalar River, Beach Road, Karaikal on 12.04.2016 by 6.30 A.M. The SVEEP team travelled to various parts of fishing areas and distributed the voter awareness notices for 100% ethical voting in the ensuing Puducherry Legislative Assembly Election-2016.The Additional Collector flagged off the boats and highlighted the importance of ethical voting. He asked the people living along the sea shore areas to cast their votes in the ensuing Puducherry Legislative Assembly Election-2016.
Rubber stamps on 7 captions (Tamil-6 & English-1) were prepared to affix on the backside of counterfoils for creating awareness on ethical voting in the forthcoming General Election to Puducherry Legislative Assembly-2016. In the inaugural function held on 11.04.2016, Tmt. Prabavathi K.Akashi, Central Observer for SVEEP and District Collector-cum-District Election Officer affixed the seals on the backside of Indian Overseas Bank challans and handed over the challans to the public. The Observer highlighted on ethical voting and asked the public to cast their votes in the ensuing Puducherry Legislative Assembly Election-2016.
The aim of this programme is to make the students conceive, believe and to achieve 100% ethical voting in the ensuing Puducherry Legislative Assembly Election – 2016. In the inaugural function which was held on 08.04.2016 at Avviyar Govt. Arts & Science College for Women by 10.30 A.M., the Sub-Collector-cum-Returning Officer distributed the Sankalp Patra to 120 students. The students took a pledge that they will vote without fail by lighting candles. A movement Register is also maintained to monitor the distribution of Sankalp Patra to various colleges.
Inauguration of Voter's Facilitation Centre :
The Voter Facilitation Centre was inaugurated on 06.04.2016 by Tmt. Geetha, Returning Officer at an Anganvadi in Sannakara street, Karaikal South Constituency. The facilities provided such as issue of new EPIC Card, display of Electoral Roll, issue of lost / damaged EPIC card and inclusion of new voters will facilitate all the eligible voters in that constituency. Around 15 Voter Facilitation Centres were identified (3 centers per constituency) and inaugurated.
Conduct of Voter's Awareness Campaign :
To create awareness on ethical voting, free & fair election, the Voter Awareness Campaign was inaugurated at Perunthalaivar Kamarajar College of Education, Nehru Nagar, Karaikal on 05.04.2016 by 10.30 A.M. In the inaugural address, the District Collector-cum-District Election Officer elaborated the casting of ethical vote in the forthcoming General Election to Puducherry Legislative Assembly-2016. He also asked the informed voters to cast their votes on ethical manner. He distributed the pamphlets for creating awareness on ethical voting to the students’ community.
Conduct of "Your Voice" Programme in association with All India Radio, Karaikal. :
“Your Voice” programme is nothing but asking of opinion on democracy, casting of ethical vote, NOTA, asking of Registration & EPIC Number, VVPAT etc., from the young voters. The All India Radio will record the response of young voters and it will be broadcasted with patriotic songs as half an hour programme from 12.10 P.M. to 12.40 P.M. daily for one week. This programme was inaugurated by the Additional Collector on 04.04.2016 by 11.00 A.M. at Collectorate, Karaikal.
Release of awarenessAudio CD for playing jingles at Traffic Police signals of Karaikal District :
An awareness CD containing jingles for registration and casting of 100% ethical voting in the General Election to Puducherry Legislative Assembly-2016 was released by the District Collector-cum-District Election Officer on 01.04.2016 and handed over to the Superintendent of Police. The jingles will be played at two available junctions namely New Bus Stand junction and Thirunallar road junction.
Conduct of Mini Marathon :
A Mini Marathon was conducted on 31.03.2016 by 4.00 P.M. to create awareness on 100% ethical voting, free & fair election in the forthcoming Puducherry Legislative Assembly Election-2016. It started at Collectorate and ended at Thanthai Periyar Government Higher Secondary School, Kovilpathu via. Ambedkar street, Chruch street, Thirunallar road and Bharathiyar road. Around 500 students from colleges and schools of Karaikal District above 18 years of age participated in the Mini Marathon. At the terminal point, they took an oath that they will cast their votes in the forthcoming Puducherrry Legislative Assembly Election-2016.
Conduct of Animation and Short Film Competition :
An animation and short film competition was conducted on 30.03.2016 at Karaikal Polytechnic College among the college students on the theme “Democracy, casting of votes and progress of our country”. The District Collector-cum-District Election Officer highlighted the importance of voting of young voters and also asked the college students to cast their votes in the ensuing Puducherry Legislative Assembly Election-2016. The selected best films will be telecasted through cable TV and during street play for creating awareness among public.
Invite parents through Sankalp Patra to cast their votes in the ensuing elections to the Puducherry Legislative Assembly - 2016 :
To create awareness on importance of casting of ethical vote among the public an invitation known as “Sankalp Patra” for inviting the parents to cast their votes in the ensuing Puducherry Legislative Assembly Election-2016 was prepared and inaugurated on 28.03.2016 by 10.30 A.M. at Murugataachi Girls High School, Karaikal by the District Collector-cum-District Election Officer. Around 7000 nos. of Sankalp Patra was distributed to various schools in Karaikal district. A movement register is maintained to monitor the distribution of Sankalp Patra and receipt of resolution.
Youth Rally for 100% Voting :
The District Collector-cum-District Election Officer inaugurated the Youth Rally on 22.03.2016 by 10.30 A.M. at MMV Marriage Hall, Nehru Nagar. Around 500 youth above the age of 18 participated. The rally was flagged off by the Collector near MMV Marriage Hall, Nehru Nagar. It reached the new Bus Stand, Karaikal via. Bharathiyar Road. Th8e Collector, Sub Collector, Nehru Yuva Kendra Co-ordinator, Nodal Officer and members of SVEEP registered their signature on the screen. Then the youth and public affixed their signature as confirmation for casting votes in the ensuing election.
Adventure Camp for creating awareness among young voters in co-ordination with the Nehru Yuva Kendra, Karaikal District (Ministry of Youth Affairs and Sports) :
An Adventure Camp for young voters was organized in co-ordination with Nehru Yuva Kendra, Karaikal on 21.03.2016 by 4.00 P.M at Karaikal Polytechnic College campus. Various adventure activities were performed and the students carried the placards with the quotations “Vote not for sale”, “100% voting”, “Ethical voting” and “ Proud to be voters”.
Talk Show Competition for college students (informed voters):
An Inter-collegiate Talk Show competition was organized for students from various colleges of Karaikal district on the topic “HAS THE PRESENT ELECTION PROCESS STRENGTHENED THE DEMOCRACY OR NOT?” The programme was inaugurated on 21.03.2016 by the District Collector-cum-District Election Officer.
Release of advertisement of Video CD for creating awareness to the students and public through cable TV network :
On 17/03/2016 by 3.00 P.M., the District Collector-cum-District Election Officer released the advertisement video CD and handed over to the Manager of Diamond TV network. The cable TV management is telecasting the awareness video at regular intervals, particularly during news time up to the end of election.
Inauguration of Mobile Voter's Registration Vehicle for inclusion of voters :
Mobile Voter’s Registration Vehicle for addition of new eligible voters was inaugurated by the District Collector-cum-District Election Officer on 15.03.2016 by 10.00 A.M. This vehicle will make a tour to colleges, industries, commune panchayats and important junction places of Karaikal district to enroll the eligible voters in the Electoral roll.
Women's Day Celebration :
The District Collector has initiated and asked all the college ambassadors to celebrate Women's Day as "Day of electoral Awakening for Women & Youth" between 08/03/2016 to 18/03/2016. various colleges organized Women's Day celebration in their campus and the report was submitted to the Nodal office,SVEEP.
Signature Campaign :
The mobile signature Campaign vehicle was inaugurated by district Collector-cum-district Election officer on 11/03/2016. The Vehicle will travel to all parts of Karaikal for a period of 45 days.
The awareness camp was conducted on 27/02/2016 in various orphanages andhome care centres in Karaikal District. Form 6 was issued to the eligible voters and steps were initiated to enroll their names in the Electoral Roll.
